Report administratively to the NORPREP Programme Coordinator and technically to the National Accountant, CBRDP/RICU. He/She will also work in close collaboration with the Zonal Accountant, CBRDP/RICU office in Tamale.
Set up the overall framework and standard system of accounting for the programme, including unified charts of accounts, expenditure codes and accounting records consistent with those of CBRDP. Government Financial Instruction and meeting international accounting standards
Design financial reporting formats that provide for variation and variance analysis and financial performance indicators
Train all accounting staff on the operation of accounting system and preparation of financial reports.
Ensure that effective training programmes in financial management are designed and implemented for district and sub-district staff.
Assure effective internal control system
Supervise on regular basis the accounting operations of the implementing agencies and ensure compliance with government and IFAD procedures
Maintain al account records in a form appropriate for regular auditing (at least once a year)
Monitor financial management activities at Regional, District and sub-district levels
Follow up on issues arising form the AWPB/B process, including the processing, documentation and follow-up of disbursement from GOG and IFAD to ensure that releases are not unduly delayed.
Ensure that funds for Programmed implementation are disbursed in a timely manner to enable Programme interventions be carried out to time.
In collaboration with staff of RPCU, consolidate the AWPB and progress reports for submission to the CI, IFAD, MoF, NDPC and the participant Das
Review and consolidate procurement request and withdrawal applications to ensure correctness and that they are in line with the established format of presentation. Liaison with internal and external auditors and Auditor General and follow-up any audit queries/management letters.
Provide monitoring of physical achievements against expenditure and
Carry out related assignments as may be directed by the Programme Coordinator or the National Accountant, CBRDP/RICU.
Duration: For maximum two years, subject to review, during mid-term review.
